Proposal Invitation in 2016: Brazil Fund for Environmental Preservation, Health Improvement, Infrastructure Development, and Educational Enhancement!

The British government has announced a new Prosperity Fund, aimed at promoting economic reform and development in partner countries, with a particular focus on Brazil. The Fund, totalling over 1.3 billion pounds, was announced by the British Embassy in Brasilia and is set to be disbursed by February 15, 2016.

The Prosperity Fund has identified several focus areas where it aims to make a significant impact. These include Business Environment, Education, Health, Infrastructure, Low Carbon and Energy. In the Business Environment focus area, priorities include Trade Openness & Efficiency Reform, Public Efficiency Reform, Financial Markets Development, Transparency and Justice System Reform, and Tax Simplification.

In the Education sector, the Fund focuses on Strengthening English language proficiency, Higher Education Promotion / internationalisation, Technical, Vocational, Teacher Training, Education technology, and Public-Private Partnerships (PPPs). Health Sector Reform and Innovation in Health are the key areas in the Health focus area. In the Infrastructure focus area, priorities include Financing for Infrastructure through Public Private Partnerships, Infrastructure policy, legal and regulatory reform, and Smart Cities. The Low Carbon and Energy focus area includes Climate Policy Instruments & Climate Finance, Low Carbon Technologies and Green Growth, Energy Security, Renewables, and Oil and Gas.

The Funding priorities also include improving the business climate, competitiveness, and operation of markets, energy and financial sector reform, and increasing the ability of partner countries to tackle corruption. Proposals should outline impact and clearly state what transformational changes the project will generate, and demonstrate that the project will produce sustainable outcomes.

Project proposals must contribute directly to the objectives and support at least one of the key areas listed. Proposals may include more than one implementing agency, and the primary beneficiary of the project proposal submitted to the Prosperity Fund must be Brazil. Co-funding is not required but encouraged either in kind or in cash.

All proposals must include a governmental beneficiary (any of the 3 levels or agencies). Applicants must use the Concept Bid Form given on the website. Proposals focusing purely on research, analysis, seminars or workshops will not be relevant unless they lead to specific and measurable actions. Contract signing is subject to due diligence which all implementing agencies must undergo.

The deadline for the Prosperity Fund is 15 February 2016. The Fund accepts project proposals from the Brazilian government, civil society, think-tanks, and commercial organizations.
